Yes, you are correct, for the processing cores, your math should be correct (34 racks * 4 HP C7000 Chassis * 32 BL2x220 servers each * 2 CPUs * 4 cores) = 34,816.  I believe the article may have referenced additional non-processing servers as well (hence the over 40,000).  Even with your math, 4,352 blade servers is a pretty big farm.
